He apparently never made a single edit.
As for the definition of "active",
http://en.citizendium.org/wiki/CZ:Editorial_Council_Resolution_0012 implies that it means having made at least one edit during the last three months, or at least 500 during the last year. A
bot takes care of checking this for everyone listed at
http://en.citizendium.org/wiki/Category:CZ_Editors .
There may be some editors still listed as active in some workgroups, despite not meeting these criteria. The reason they have not been relabeled is then most probably that they do not have [[Category:CZ Editors]] on their user page. If you come across such cases, please add that or let me know.
