I t obviously means a very brief article,  but is a completed but very brief article also  a stub?

If it is a complete but brief article with any needed references and at least the Metadata template, a Talk subpage, a Definition subpage and a Related Links subpage, then I would call it a developing article (status 2 on the Metadata template). If possible, it would also be nice (but not necessary) to have a Bibliography subpage and an External Links subpage.

At least, that is my opinion for what its worth.

For me a stub is a small article that is more than just a definition, probably about 150-300 words.  It will have metadata. This article should be viewed as a starting point for further improvement.
