Server down, approx. 0630 in GMT-5?

The Wiki appeared to go down at about 0630, GMT-5 (U.S. Eastern).  It is possible to ping the server, but a Telnet to port 80 produces no response.

It was up until at least 0700 GMT-5.  It's down now 0820, if that is what this means:
